Cohere's Translation Model Splits Open Weights From Commercial Rights

Cohere has unveiled North Small Translate 1.0, a multilingual model available under an open-weights license that permits research and evaluation but requires a paid commercial agreement for production deployment.

Cohere’s new translation model is open weights — but not for commercial use

The Canadian AI foundation model company this week introduced North Small Translate 1.0, released under a CC BY-NC 4.0 license that allows researchers and developers to download, examine, and test the model weights—yet bars production use without entering into a commercial licensing arrangement.

Cohere frames this release as advancing its stated objective to make sovereign AI a technological reality, where sovereignty refers to organizational control over infrastructure and data access. A commercial license arrangement preserves this pledge. However, the arrangement maintains dependence on Cohere itself. Organizations retain authority over their data and systems but cannot modify the model, commercialize derivatives, or continue operation if renewal terms shift.

Open weights, except for commercial production

North Small Translate represents an open-weights mixture-of-experts architecture engineered for translation across more than 50 languages and regional variants. The model contains 218 billion total parameters, of which 25 billion remain active, alongside a 16,000-token context window.

Cohere characterizes the model as providing researchers, developers, and enterprises flexible ways to evaluate and deploy machine translation while retaining control over their data and infrastructure. This messaging appeals to organizations pursuing sovereign AI strategies. Yet the open-weight distribution arrives with a significant limitation: different user categories receive different usage entitlements.

The model is presently accessible through Cohere's complimentary tier via the Chat V2 API. Those pursuing non-commercial applications can obtain the FP8 weights from Hugging Face under the CC BY-NC 4.0 license. Organizations intending production deployment face distinct requirements: they must acquire a commercial license and run North Small Translate through Model Vault, Cohere's managed inference service.

Cohere's not the only one drawing a line around open-weight use

Cohere operates within a broader pattern. Multiple AI organizations are now imposing stricter conditions on their open-weight model releases.

Last month, Chinese AI research organization Z.ai distributed weights for its GLM-5.3 model via Hugging Face. Like Cohere, Z.ai modified its licensing framework based on deployment context—a shift from its prior stance. GLM-5.2 carried the permissive MIT license, whereas GLM-5.3 introduces fresh restrictions for particular commercial operators.

These provisions target organizations exceeding $10 billion in cumulative revenue across 12 consecutive months. Should such entities wish to host GLM-5.3 or modified versions for commercial purposes, they must first obtain clearance from Z.ai's security evaluation process.

Z.ai has not publicly articulated its rationale for reversing course on GLM-5.3, particularly striking given that its predecessor shipped under MIT without commercial constraints. Cohere, for its part, has been similarly mum about why it made North Small Translate's open weights noncommercial.

Sovereign deployment, with restrictions

Cohere's approach to North Small Translate—distributing open weights while restricting commercial application—appears incongruous with its established business model of delivering sovereign AI solutions to enterprise customers.

In June, the company promoted North Mini Code, its initial coding model, as addressing developer demands for the same sovereignty assurances that regulated sectors have historically demanded. This open-weights model, however, shipped immediately under the Apache 2.0 license without equivalent commercial-use barriers.

Cohere's latest open-weight offering signals a strategic shift, positioning the company alongside other AI vendors implementing stricter conditions around increasingly sophisticated open-weight models.
