Coder Unlocks AI Agents for Regulated Industries With Cursor Integration
A new partnership between Coder and SpaceXAI enables enterprises in banking, defense, and other regulated sectors to run Cursor's cloud agents within their own infrastructure, solving a critical deployment barrier that has blocked adoption.
Regulated enterprises can now deploy Cursor's cloud agents on their own systems while maintaining security control, thanks to a new offering from Coder. The company unveiled its Coder Agent Relay service this week, marking SpaceXAI as the initial launch partner. This arrangement allows engineering teams to execute coding-agent tools within their own infrastructure, with Cursor managing inference and planning operations in the cloud and receiving relevant source code and tool output.
The self-hosted architecture of Coder environments serves organizations in banking, life sciences, defense, aerospace, government, and similar sectors where compliance requirements are stringent. By operating within isolated workspaces, developers can enforce strict compliance measures and configure policies that limit access to unauthorized systems.
The market that AI coding has not been able to reach
Following SpaceX's acquisition of Cursor on August 14, the company now operates Cursor Cloud Agents that function within Coder workspaces on a customer's own infrastructure. Developers retain the Cursor interface they are accustomed to, while Cursor continues managing the agent loop, including inference and planning. Tool calls execute within Coder environments on the customer's network, ensuring source code, secrets, and internal services remain on controlled machines.
Rob Whiteley, Coder's chief executive, explained to The New Stack that his organization prioritizes establishing golden paths to address a significant imbalance and provide developers with their tool of choice, configured to eliminate concerns about underlying infrastructure and governance.

Whiteley noted that the industry previously pursued a misguided "tokenmaxxing fad" by encouraging engineers to maximize AI usage. He characterized this approach as having the "right sentiment, but the wrong metric," cautioning that focusing on token spending creates a misleading target that can be gamed. "Now we're correctly focused on upskilling developers – and this is precisely the market Coder opens, i.e., pairing Coder's foundation with SpaceXAI's agentic experience," Whiteley stated.
The blocker is the deployment model
Coder's approach tackles the reality that regulated organizations face constraints vendor-hosted solutions cannot satisfy. These enterprises require controlled access to source code, security and governance in execution environments, and complete auditability of all actions. By combining its infrastructure services with SpaceXAI's agentic capabilities, Coder addresses a market where the fundamental issue has not been agent technology itself, but rather how it is deployed.
Whiteley emphasized that deployment constraints can prove insurmountable in many situations. "The worst-case is the common case: blocking Cursor outright," he said. "We have dozens of customers where the security team did so. Not because anything is wrong or insecure with Cursor. It's just an architectural mismatch. These enterprises need complete control over the environment in which an agent runs."
He described instances where software engineers discovered that security teams had prohibited cloud agents, thereby preventing Cursor deployment.
This is why you can't have nice things
Developers facing such restrictions express frustration with being denied access to tools that demonstrably improve their work. Whiteley recounted a common scenario: a team adopts Cursor and experiences productivity gains, but as usage spreads, security teams become aware and revoke access entirely. "I've seen those same customers reverse their policy with a mandate that now says, 'You can use Cursor, you just need to run the agents in Coder,' so developers at these enterprises finally get the user experience and interface they prefer in Cursor without being told no by security teams. Or worse, told they need to use Citrix," he explained.
The customer should never be the systems integrator
Whiteley confirmed that customers had requested this capability, and both Cursor and Coder "independently arrived" at recognizing the need to strengthen their integration. "The customer should never be the systems integrator – and to be honest, many customers were already doing this. Cursor has supported self-hosted agents since March," he noted.
The partnership combines a joint market strategy with direct product integration. Each Coder workspace can launch a Cursor worker that establishes an outbound connection to Cursor. Platform teams provision and scale these workspaces using their existing developer environment management processes, allowing regulated organizations to deploy Cloud Agents at scale alongside proprietary code and specialized hardware without sacrificing Cursor's interface or the security and consistency of Coder workspaces.
Tool execution and repository operations remain on customer-controlled infrastructure, while relevant code and tool output travel to Cursor for cloud-based reasoning.
Sandboxed agents are ephemeral & scoped to 1 task
Agent environments operate as sandboxed, ephemeral instances confined to individual tasks. Prompt injection attacks attempting to direct an agent toward unauthorized resources are blocked at the environment layer rather than relying on the model to decline. Model selection and inference remain handled by the cloud provider.
Each execution generates a comprehensive log documenting what the agent accessed, executed, modified, and was prevented from doing. Compliance documentation for any specified period can be generated directly from these logs rather than requiring manual reconstruction.
SpaceXAI represents the first of multiple partnerships Coder is establishing around a vision that leading AI coding tools should operate within any organization, on any infrastructure, without requiring organizations to surrender control. Coder Agent Relay for Cursor is presently available in private preview with design partners.
