OpenAI commits $1 billion to Daybreak for Frontline Defenders, expanding AI access to protect critical infrastructure
OpenAI announced Daybreak for Frontline Defenders, a global program providing subsidized access to advanced cyber AI models and support for defenders protecting essential services like water, power, and banking systems.
During a livestreamed keynote presentation on Thursday, OpenAI president Greg Brockman unveiled Daybreak for Frontline Defenders, a worldwide effort designed to equip defenders protecting vital infrastructure with cutting-edge artificial intelligence for cybersecurity purposes.
The program represents a broader expansion of OpenAI's Daybreak platform, which the company characterizes as a governed cyber defense stack that combines frontier models, the Codex harness, Codex Security, trusted workflows, and ecosystem partners. The underlying goal centers on enabling cyber defenders to mitigate risks more effectively by integrating Daybreak's governed defensive tools into their current systems and operations.
Daybreak for Frontline Defenders extends this work by dramatically increasing subsidized access and assistance to cyber defenders responsible for safeguarding critical infrastructure and services globally.
What OpenAI is offering
Through Daybreak for Frontline Defenders, OpenAI is backing a $1 billion commitment to broaden subsidized access to Daybreak cyber models, training, technical support, and partner services. The effort targets defenders across the United States and internationally.
Within the United States, Daybreak for America specifically addresses the protection of critical systems including water infrastructure, electrical grids, local government networks, and financial institutions. The company is launching a pilot partnership with the Multi-State Information Sharing and Analysis Center (MS-ISAC), a cybersecurity organization serving U.S. government entities. The partnership will focus on training and supporting cyber defenders at the state, local, tribal, and territorial levels.
The initiative also leverages the Daybreak Defense Network, which encompasses an ecosystem of more than 350 enterprise products and services operated by partners.

An OpenAI representative disclosed to The New Stack that the company has mobilized utility companies across 40 states and the District of Columbia to implement OpenAI tools for strengthening their cyber defenses.
Previously, OpenAI collaborated with more than 150 organizations spanning cybersecurity, technology, critical infrastructure, finance, and artificial intelligence to release an open letter for a global surge in cyber defense, which served as a call for collective action on cyber defense.
OpenAI's financial support enabled teams "to review code and system configurations, validate findings, develop patches, and confirm fixes without disrupting essential services."

On Wednesday, Sam Altman traveled to Chapel Hill, North Carolina, to address the G20 Innovation Ministerial regarding the critical need to strengthen cyber protections for essential systems and services. I think some things are going to go very wrong with cybersecurity unless people act quite urgently, he stated, according to reporting by CNBC.
The urgency reflects real threats already materializing. In July, cyber actors conducted attacks against U.S. water and wastewater systems, a fact confirmed by the FBI. OpenAI responded by providing affected states and utilities $1 million in complimentary API credits, Daybreak access, and technical assistance.
New models, more threats — more urgency
Daybreak for Frontline Defenders builds upon OpenAI's recent intensified focus on cyber defense initiatives. The announcement follows OpenAI's August expansion of Daybreak, which introduced two distinct tiers: Daybreak Red and Daybreak Blue.
Daybreak Red grants access to GPT-5.6 Cyber for sophisticated security operations, including zero-day discovery, exploit chain development, and advanced security tasks. Daybreak Blue provides approved defenders with GPT-5.6 Sol for secure code review, malware analysis, incident response, patch validation, and vulnerability identification.
OpenAI is not alone in directing frontier models toward cyber defense. As reported in May, OpenAI's Daybreak and Anthropic's Glasswing, an industry consortium built on Claude Mythos Preview, demonstrate nearly equivalent benchmarks and share several partners. Both programs seek to place frontier AI capabilities in defenders' hands, though they employ different harnesses and deployment strategies.
OpenAI's focus includes assisting defenders in reinforcing existing security workflows, such as identifying and validating vulnerabilities before code deployment; investigating threats, enhancing detection capabilities, and supporting defensive operations; and executing authorized security assessments.
As frontier models continue advancing, both organizations recognize the escalating urgency of strengthening cyber defenses against emerging threats. On Thursday, OpenAI introduced GPT-6 Astra, announcing that it has attained the Critical cybersecurity threshold within its Preparedness Framework.
